 Animal Services

The early bird pricing for Dog Licences has been extended until May 15th, 2020. Please complete the Dog Tag Application Form. Your registration will be tracked and arrangements for payment can be made when the State of Emergency is lifted.

Staff and external contractors will continue to respond to pick-up stray dogs and other domesticated animals where necessary.

Issues with wildlife such as raccoons should be directed to private trappers.

The scheduled Spay/Neuter and Rabies clinics have been cancelled.

 By-law Services

By-law services are suspended, with the exception of emergency cases with an immediate threat to health and safety.

Bylaw Enforcement staff will also be conducting periodic patrols of outdoor recreation facilities. If there are regular issues at a particular location, please e-mail bylaw@meaford.ca and we will add it to our patrol route.

All other incoming complaints will be triaged to assess any immediate risk.


The Communications Team is committed to working on communications in relation to the COVID-19 Emergency.  All other communications have been suspended.

Community Centres and Administrative Building

All Municipal buildings, including the Administrative Office, 7th Line Council Chambers, Meaford & St. Vincent Community Centre and all Community Halls are closed to public.

Riverside Hall and Bognor Community Centre, funded by the Municipality of Meaford with management by volunteer Boards, will be closed until further notice.

 Council and Committee Meetings

All Council, committee and board meetings are cancelled. A special meeting of Council can be called to discuss urgent business if required.

Financial Services Processes

Due to the closure of the Administrative Office, all property tax inquiries, property sales data, owner changes and address changes will not be processed.

Accounts Payable will be processed on an as needed basis to ensure vendors accounts are kept up to date.

Tax and Utility payments made online, through financial institutions, by pre-authorized payment, by mailing a cheque or using the drop box will be processed weekly.

 Fire Services

The Municipality remains prepared to respond to emergencies. Emergency response by the Meaford Fire Department and the Inter-Township Fire Department is not impacted.

Public education and fire prevention activities have been suspended. 

Open Air Fire Ban

As of April 2nd, the Province of Ontario implemented a fire ban in the Fire Region of Ontario to protect the public from the risk of human caused fires, and to focus the Province’s first responder system where they are needed the most to contain the spread of COVID-19.

Although located outside the Province’s Fire Region, the Municipality of Meaford is following the Province’s lead and effective immediately, an open air fire ban is in effect until further notice.

The open air fire ban includes all burning, including grass, debris and campfires, even when using an outdoor fire grate, fire place or fire pit. The ban includes fire permit holders. Any portable appliance that uses gas or propane and is intended for cooking food such as a barbecue is still permitted.

 Garbage, Recycling and Organics Pickup

Collection of garbage, Blue Bin (recycling), and Green Bin (organics), is not impacted and will continue as scheduled.

If you have access to bag tags please continue to use them as usual. As of Monday March 30th, 2020 residents who are not able to get bag tags due to self-isolation may dispose of one untagged bag on their regular garbage pickup day.

We ask everyone to keep following our standard guidelines for garbage pickup, and continue to put out a maximum of 3 bags weighing under 40lbs each, and to have them to the curb by 7:00 a.m.

The Miller Waste Transfer Station at 2085 20th Avenue East, Owen Sound is continuing to operate as usual.

Please ensure that all material placed in garbage bins and green bins are properly bagged, specifically cleaning products such as wipes, tissues/napkins and other sanitary/hygiene products.

Suspended Services

To ensure health and safety the following Waste Management operations have been suspended to allow for physical distancing:

  • Household Hazardous Waste (HHW) drop-off scheduled for April 18, 2020 at 1900 20th Avenue East, Owen Sound has been canceled. Hazardous waste should be safely stored until service resumes.
  • Electronic waste drop-off scheduled for the 2nd and 4th Saturdays of the month at 87 Stewart Street has been cancelled until April 11th. Electronic waste should be safely stored until service resumes.
  • Bin deliveries and bin exchanges are suspended. Existing service requests will be completed once service resumes.

The Municipality will continue to accept resumes for all posted job vacancies appearing on our Job Opportunities page.  Unfortunately no decisions can be made with regards to recruitment for any open job vacancies at this time.  Only those applicants that have applied for positions who have been selected for an interview will be contacted.  

Leaf and Yard Waste

The Municipality of Meaford’s Leaf and Yard Waste Depot will be closed until further notice. 

We ask that you store your leaf and yard waste properly until it is considered safe for the Municipality to reopen the leaf and yard waste depot. Staff are continuing to monitor the situation and ensure that the Municipality complies with Provincial orders during this time.

As the situation progresses, service levels may continue to change. You can find the most up-to-date information on the Meaford Waste App on any disruptions in services. The app can be installed through the app store on Apple and Android devices, or you can sign up for notifications by email, text message, or phone call by visiting www.meaford.ca/waste.

Lottery Licences

No new lottery licences are being issued. Staff continue to respond to inquiries from existing licence holders. 

Meaford Hall
All performances at Meaford Hall up until the end of April have been postponed. Tickets will be valid for the rescheduled date. Customers may request a refund by e-mailing slake@meaford.ca
Meaford Harbour

As of April 3rd, 2020, the Meaford Harbour boat launch will be closed until further notice. This also includes the ramp at the harbour as well as the area that is used at Leith Beach.

Meaford Moves+

The MeafordMoves+ accessible transit service has been suspended. Future reservations are not being accepted at this time. No new applications are being processed. 

Meaford Museum

The Meaford Museum is closed and all services and programs have been cancelled until the end of the State of Emergency.

 Meaford Public Library

The Meaford Public Library is closed. All programs, events and room rentals are cancelled.

  • Feel free to return items to the front door drop box. Fines will be waived for items due during the closure.
  • Holds will be waiting for customers when the Library reopens.
  • All library online resources are still available 24/7 and can be accessed remotely using your library card.  Don’t have a Meaford Public Library membership card? Get one today by emailing libraryinfo@meaford.ca
  • Library membership cards set to expire during the closure will be renewed.

Municipal Construction Projects

Active Municipal construction projects are being reviewed and will continue following evaluation. These projects include sewer and watermain projects on Thompson Street, the Trowbridge Street Bridge rehabilitation project, the new Public Library, Harbour House renovation and Water and Wastewater treatment facility projects.

We will continue to determine how the Municipality can best continue to provide a safe working environment for municipal staff, contracted workers and the public.

 Parks and Open Spaces

Parks and Open Spaces continue to be open for walking purposes, but members of the public are asked to ensure they maintain 2 metres of physical distance from other park users.

Continuing Services

  • Internment Services at Lakeview Cemetery
  • Emergency tree maintenance, inspection, removals (prioritized based on safety hazards and assisting Hydro One)
  • Twice weekly garbage removal of park, open space and downtown trash receptacles.
  • Processing of Memorial Park cancellation requests

Suspended Services

  • Playground equipment is closed.
  • All sports fields and outdoor recreation facilities in the Municipality of Meaford are closed, including:

    • Beautiful Joe Off-leash Dog Park
    • William Croft Athletic Fields
    • Meaford Tennis Courts
    • Annan Ball Park
    • David Johnston Park
    • Leith Beach
    • Memorial Park Beach and Dog-Friendly Beach
  • Privately owned outdoor recreation facilities are also closed.
  • Spring/Summer parks opening is delayed.
  • Spring park public washroom opening is delayed.
  • Fred Raper Park and David Johnson Park remain fully closed due to debris and erosion damage.
  • In-person and over the phone customer service has been suspended
Payment and Inquiry Locations

Payment and Inquiry counters for property tax, utilities, dog tags and parking tickets are closed.

Property tax and utility bills can still be paid via online banking, in-person at your financial institution, or by mailing a cheque. Tax and utility payments can also be made by credit card at ipn.paymentus.com/otp/stde/mmfd.

 Planning and Building

Continuing Services

  • Planning & Building inquiries and information requests will continue to be responded to by staff working remotely, though some limitations and delay may apply. Such requests can be directed to planning@meaford.ca; building@meaford.ca

  • Manager of Development Services, Liz Buckton will also be monitoring email at can be reached at lbuckton@meaford.ca

  • Emergency building inspections, as well as progress and occupancy inspections on existing active building permits, subject to those conditions/limitations necessary for health & safety purposes regarding COVID-19. Inspections will not generally be carried out within occupied dwellings. 

  • Inspection requests must be directed by email to building@meaford.ca.

Suspended Services

  • New Planning, Building, Sign Permit and Zoning intake applications, reviews and issuance are suspended.

  • All building inspection services other than those noted above are suspended.

  • Zoning Compliance Reports are suspended, though applicable zoning can be confirmed by planning staff, working remotely.

  • 2020 Community Improvement Plan Grant and Loan Funding intake applications, review or issuance are suspended

  • Public meetings that were scheduled prior to April 14th, 2020 for ongoing Planning Act applications and the 2020 Community Improvement Plan (CIP) update have now been cancelled and will be re-scheduled following a return to usual operations.

The Ontario Provincial Police (OPP) continue to provide police services for the Municipality.

The Chatsworth Detachment is currently closed to members of the public. At present, the Detachment continues to process criminal record checks for employment purposes.

Callers to the OPP are screened for COVID-19 to protect the frontline officer who responds. Members of the public are encouraged to use the online reporting tool where possible. 

 Property Tax and Utility Billing

Property tax and utility bill due dates remain in effect, however penalty and interest will be waived for the month of March.  Further payment extensions may be granted based on future conditions.

Due to the closure of the Administrative Office payments cannot be made in-person.

Payments can be made via online banking, at your financial institution, by pre-authorized payment, or by mailing a cheque or using the drop box located at the Administrative Office at 21 Trowbridge Street.

Public Consultation

All public consultation meetings, including Planning Public Meetings, have been cancelled up until April 10th.

Online consultation related to specific projects continues.

 Recreation and Community Centre

The following facilities are closed to the public. No new bookings are being accepted at this time:

  • Meaford & St. Vincent Community Centre and Arena
  • Meaford Hall
  • Meaford Museum
  • Blue Dolphin Pool
  • Woodford Hall

This closure includes all community operated programs run at municipal facilities.

Recreation Programs

All recreation programs are cancelled for the duration of the State of Emergency. Refunds for cancelled programs will be issued once the office reopens.

Registration for swimming lessons and summer camps has been postponed.

 Road and Sidewalk Maintenance

Critical road and sidewalk operations and maintenance, winter maintenance and emergency road, pot hole and sidewalk repairs and maintenance, will continue.

Some routine operations including street cleaning, and routine repairs and maintenance to roads, sidewalks and bridges will continue in a limited capacity.

Non-emergency (contracted) road and sidewalk repairs will be suspended.

Load restrictions on Meaford roadways are in place from March 1st to May 15th, but can be extended as late as May 31st due to the weather. No further load restriction exemptions are being offered at this time.

Issuance and/or review of municipal entrance permits is currently suspended.

Special Events

Municipal special events, and events taking place on municipal property are cancelled. No new special event permits will be issued until the end of the State of Emergency. 

 Water, Wastewater and Stormwater

Critical Meaford water, wastewater and stormwater operations provided by the Infrastructure Service department will continue and include:

  • Providing safe drinking water
  • Safe collection and treatment of wastewater
  • Stormwater management.

The Infrastructure Service department is an essential service for Meaford’s residents and businesses. Meaford’s drinking water is safe to use and drink directly from the tap. It is continuously tested, monitored and analyzed to ensure it meets the strict standards of the Province of Ontario and Government of Canada.

All emergency repairs and response will continue, including emergency watermain break repairs. Critical construction projects related to water and wastewater treatment facilities will continue. Regular and preventative maintenance activities are suspended.

Water meter reading is still occurring, allowing water use information to be obtained and used for billing however any meters that cannot be read due to meter errors will be estimated at this time until staff can safely enter residents premises to complete repairs at a later date. 


Issuing marriage licences and conducting wedding ceremonies has been suspended for the duration of the State of Emergency.
