Ontario Regulation 645/21 - Reopening Ontario (A Flexiable Response to COVID-19) Act 2020


All visitors to Meaford Hall and the Meaford and St. Vincent Arena and Community Centre are required to be fully vaccinated against COVID-19 and provide proof of their vaccination status.

“Visitor” means a member of the public attending a municipal facility for the purpose of participation in, attendance at, or spectating for an event. Visitor does not include individuals entering a building solely for the use of washrooms, to purchase tickets, or to collect the Good Food Box.

 The following exemptions apply:
  • Individuals with a written medical exemption from vaccination from a registered physician;
  • Children under the age of 12;
  • Children under the age of 18, who are entering the Meaford and St. Vincent Arena for the sole purpose of actively participating in an organized sport;
  • Individuals attending a wedding ceremony or funeral service; or
  • Individuals attending a social gathering associated with a wedding ceremony or funeral service, up to October 13, 2021, as long as the patron produces the results of an antigen test administered within the previous 48 hours establishing that the person is negative for COVID-19 to the person responsible for the establishment.

Members of the public who are not fully vaccinated against COVID-19 and do not meet one of the exemptions outlined above will be denied entry to the facility.

 Animal Services

If you have not purchased a dog tag yet, please complete a Dog Tag Application Form to be issued a licence.

Staff are responding to calls for picking up stray dogs and other domesticated animals. To learn more please visit our Animal Services Page.


 By-law Services

By-law Enforcement staff are completing patrols of outdoor recreation facilities to ensure social distancing and resident safety. If there are regular issues at a particular location, please e-mail bylaw@meaford.ca or call 519-538-2121.

All by-law related calls are being assessed for immediate risk to resident health and safety, and prioritized accordingly. By-law officers are continuing to respond to urgent complaints. Non-urgent complaints will be logged and investigated when possible.

 Council Meetings

Meaford Council meetings are currently being held in-person at Meaford Hall, with precautions in place.

If a member of the public wishes to make a deputation on items on the Council agenda or ask a public question of Council, they may do so either in-person at Meaford Hall or remotely via Zoom (phone/internet). Members of the public wishing to make a deputation or ask a public question must register in advance with Legislative Services by 10:00 a.m. on the date of the meeting by contacting deputyclerk@meaford.ca or 519-538-1060 ext. 1100. An email with access information will be sent to those who register for remote participation.

Committee Meetings

Municipal Advisory Committee meetings are currently being held in-person at Meaford Hall, with precautions in place.

Members of the public are encouraged to provide Committees with their comments and questions. Presentations must be pre-arranged with the Clerks department before the agenda is released. Members of the public who wish to make a deputation about a specific agenda item at the meeting must register in advance with Legislative Services by 4:00 p.m. the day prior to the meeting, by contacting deputyclerk@meaford.ca or 519-538-1060 ext. 1100. Presentations are limited to 10 minutes, and deputations are limited to 5 minutes.

Financial Services Processes

The Administrative Office is open, with staff working onsite and remotely. Staff are continuing to process property tax inquiries, property sales data, owner changes and address changes.

Accounts Payable are continuing to be processed to ensure vendors accounts are kept up to date.

Tax and Utility payments may also be made online, through financial institutions, by pre-authorized payment, by mailing a cheque or using the drop box and will be processed weekly.

 Fire Services

The Municipality remains prepared to respond to emergencies. Emergency response by the Meaford Fire Department and the Inter-Township Fire Department is not impacted.

Fire prevention and inspections are being done.

Public education events have been suspended. 

 Garbage, Recycling and Organics Pickup

Collection of garbage, Blue Bin (recycling), and Green Bin (organics), is not impacted and will continue as scheduled.

We ask everyone to keep following our standard guidelines for garbage pickup, and continue to put out a maximum of 3 bags weighing under 40 lbs each, and to have them to the curb by 7:00 a.m.

The Miller Waste Transfer Station at 2085 20th Avenue East, Owen Sound is continuing to operate as usual.

Please ensure that all material placed in garbage bins and green bins are properly bagged, specifically cleaning products such as wipes, tissues/napkins and other sanitary/hygiene products.

Electronic waste services have been enhanced through a partnership with Meaford Recycling, now offering drop off 6 days a week.


The Municipality will continue to accept resumes for all posted job vacancies appearing on our Job Opportunities page. Only those applicants that have applied for positions who have been selected for an interview will be contacted.  

Leaf and Yard Waste

The Leaf and Yard Waste Depot at 157859 7th Line is open.

Operating hours for the Leaf and Yard Waste Depot are:

  • Fridays 12:00 p.m. – 5:00 p.m.
  • Saturdays 9:00 a.m. – 2:00 p.m. 

Measures have been put in place to allow for the safe drop off of leaf and yard waste during the COVID-19 pandemic.

  • Three (3) vehicles at one time will be allowed within the drop off area.
  • All vehicles will need to stop at the Leaf and Yard Waste building so that onsite staff may record resident information, confirm items to be disposed, manage site safety and provide further direction before continuing to drop off waste.
  • Stay in your vehicle at all times except to dump leaf and yard waste material.
  • Masks are required.

Mulch and compost from the Leaf and Yard Waste Depot will be available free of charge for residents to limit contact and cash handling.

Lottery Licences

Meaford Hall

Meaford Hall is open for public washrooms and public meetings.

The Art Gallery is open as of July 23rd.

The Meaford Museum is open. 

Hours of operation are:

 Meaford Public Library

The Meaford Public Library is open with capacity limits to permit physical distancing. Online Library services are also available by visiting www.meaford.ca/library.

  • Tuesday and Thursday: 10 a.m. to 8 p.m.

Municipal Construction Projects

Active Municipal capital projects are being completed in accordance with applicable legislation. These projects include Sykes Street Infrastructure Replacement and Road Reconstruction, Nelson Street Booster Station, and more. Public Information Centres (PIC’s) for capital projects and studies will be held virtually or subject to Public Health guidelines.

Parks and Facilities

The Meaford and St Vincent Arena and Community Centre is open.  Riverside, Bognor, and Woodford Community Halls are available for bookings.

Please be aware that even when provincial limitations are lifted, Municipal limitations may continue for the safety of our community until we have the proper procedures in place.

Please remember that in any of our indoor and outdoor facilities, the Province's Roadmap to Reopening restrictions apply. Always:

  • Practice physical distancing from those outside your household or social circle
  • Dogs must ALWAYS be leashed, unless posted otherwise
  • Follow all other facility rules posted at each site.

Payment and Inquiry Locations

Payment and Inquiry counters for property tax, utilities, dog tags and parking tickets are open.

Property tax and utility bills can still be paid via online banking, in-person at your financial institution, or by mailing a cheque. Tax and utility payments can also be made by credit card at ipn.paymentus.com/otp/stde/mmfd.

 Planning and Building

Building Services

Our Building Services staff are continuing to support building applications and processes following the restrictions in place by the Province of Ontario.

Applicants are advised that starting some constructions projects continue to be limited based upon the Provincial requirements for non-essential versus essential construction. Please confirm how the most up-to-date Provincial requirements apply to your project before starting work, following building permit issuance. 

Due to limitations associated with staff working alternate and remote-working arrangements, usual timelines will not apply, though we will do our very best to issue permits in a timely manner.

Applications are to be made in hardcopy to the Administration office by mail, or using the mail drop slot. Payments must be submitted by cheque. Please connect with our staff before submitting your applications, to confirm applicable fees and any other complete application requirements.  

Rick Carefoot, Chief Building Official(CBO) (rcarefoot@meaford.ca) and Tammy Dobie, Deputy CBO (tdobie@meaford.ca ) can be reached directly by email for ongoing files and inspection requests. General inquiries or inspection requests can be directed to building@meaford.ca.

At the time of scheduling of inspections, staff will discuss safety measures and social distancing/site protocols that meet with current Provincial and local Health Unit requirements. An inspection will only be carried out where the safety of staff can be ensured. For occupied buildings, this may require submitting alternate supporting materials such as photos or videos if a physical inspection cannot be safely carried out.

Planning Services

We are accepting and processing new Planning Applications.

In accordance with Ontario Regulation 149/20, the usual timelines under the Planning Act will not generally apply to acceptance and processing of applications during the emergency, though we are doing our best to review and process applications in a timely manner.

Applications are to be made in hardcopy by mail or using the mail drop slot at the Administration Office located at 21 Trowbridge Street West. Payments must be submitted by cheque. Please connect with staff before submitting your applications, to confirm applicable fees and any other complete application requirements. Digital copies of forms and supporting documents are usually required, in addition to the hardcopy submission. Staff can provide guidance regarding digital submissions on a case-by-case basis.

The Ontario Provincial Police (OPP) continue to provide police services for the Municipality.

The Chatsworth Detachment continues to process criminal record checks for employment purposes.

Callers to the OPP are screened for COVID-19 to protect the frontline officer who responds. Members of the public are encouraged to use the online reporting tool where possible. 

 Property Tax and Utility Billing

Property tax and utility bill payments remain in effect. Water meter readings are being done. If a meter cannot be read it will be estimated at this time.

Payments can be made by online banking, at your financial institution, pre-authorized payment, mailing a cheque or using the drop box located at the Administrative office at 21 Trowbridge Street West.

 Recreation Programs

In-person recreation programs have been postponed.

The Blue Dolphin Pool is open.

 Road and Sidewalk Maintenance

Critical road and sidewalk operations and maintenance, winter maintenance and emergency road, pot hole and sidewalk repairs and maintenance, are continuing, as well as routine operations including street cleaning, and routine repairs and maintenance to roads, sidewalks and bridges.

Issuance and/or review of municipal entrance permits has resumed.

 Water, Wastewater and Stormwater

Critical Meaford water, wastewater and stormwater operations will continue, including:

  • Providing safe drinking water
  • Safe collection and treatment of wastewater
  • Stormwater management.

The Infrastructure Service department is an essential service for Meaford’s residents and businesses. Meaford’s drinking water is safe to use and drink directly from the tap. It is continuously tested, monitored and analyzed to ensure it meets the strict standards of the Province of Ontario and Government of Canada.

All emergency repairs and response will continue, including emergency watermain break repairs. Critical construction projects related to water and wastewater treatment facilities will continue. Regular and preventative maintenance activities are suspended.

Water meter reading is still occurring, allowing water use information to be obtained and used for billing however any meters that cannot be read due to meter errors will be estimated at this time until staff can safely enter residents premises to complete repairs at a later date. 


We are issuing marriage licences and offering commissioning services by appointment.

Starting today we are in a Modified Step 3 of the Province’s Roadmap to Reopen.

The following Municipal facilities are now open:

·         Meaford Museum

·         Meaford and St. Vincent Community Centre

·         Meaford Hall public washrooms (only). The Art Gallery is opening July 23rd and planning is happening for hosting live performances in the near future

·         The Bognor, Riverside and Woodford Community Halls are available for bookings

Step 3 modified requirements apply to private social gatherings. The Health Unit recommends that an outdoor gathering having a maximum of 25 people and 5 for indoors.
