Our parks and facilities may be listed as open, open with limitations, or closed during the COVID-19 pandemic. Please be aware that even when provincial limitations are lifted, Municipal limitations may continue for the safety of our community until we have the proper procedures in place.

  • Gather in Groups of 10 or Less
  • Practice Social Distancing
  • Dogs must ALWAYS be leashed, unless posted otherwise

 Animal Services

Please complete an Dog Tag Application at https://forms.meaford.ca/Dog-Tag-Application. Your registration will be tracked and arrangements for payment can be made when the State of Emergency is lifted.

Staff and external contractors will continue to respond to pick-up stray dogs and other domesticated animals where necessary.

 By-law Services

By-law Enforcement staff are completing periodic patrols of outdoor recreation facilities to ensure social distancing and resident safety. If there are regular issues at a particular location, please e-mail bylaw@meaford.ca or call 519-538-1060 to leave a message.

All by-law related calls are being assessed for immediate risk to resident health and safety, and prioritized accordingly. By-law officers are continuing to respond to urgent complaints. Non-urgent complaints will be logged and investigated when it is safe to do so.

Communications

The Communications Team is committed to working on communications in relation to the COVID-19 Emergency.

 Council Meetings

Council is meeting remotely during the emergency, and will continue to make decisions as necessary through the emergency. All meetings will be broadcast live and on demand on the municipal YouTube channel at www.meaford.ca/youtube, and on RogersTV. 

Meeting agendas are available at meaford.civicweb.net. If you would like to make a deputation to Council, you can do so by providing your comments in writing to clerk@meaford.ca. These will then be read to Council at the meeting.

Financial Services Processes

Due to the closure of the Administrative Office, all property tax inquiries, property sales data, owner changes and address changes will not be processed.

Accounts Payable will be processed on an as needed basis to ensure vendors accounts are kept up to date.

Tax and Utility payments may be made online, through financial institutions, by pre-authorized payment, by mailing a cheque or using the drop box and will be processed weekly.

 Fire Services

The Municipality remains prepared to respond to emergencies. Emergency response by the Meaford Fire Department and the Inter-Township Fire Department is not impacted.

Public education and fire prevention activities have been suspended. 

 Garbage, Recycling and Organics Pickup

Collection of garbage, Blue Bin (recycling), and Green Bin (organics), is not impacted and will continue as scheduled.

We ask everyone to keep following our standard guidelines for garbage pickup, and continue to put out a maximum of 3 bags weighing under 40lbs each, and to have them to the curb by 7:00 a.m.

The Miller Waste Transfer Station at 2085 20th Avenue East, Owen Sound is continuing to operate as usual.

Please ensure that all material placed in garbage bins and green bins are properly bagged, specifically cleaning products such as wipes, tissues/napkins and other sanitary/hygiene products.

Household Hazardous Waste (HHW) drop-off has will resume starting Saturday, July 25, 2020 at 1900 20th Avenue East, Owen Sound. For more information and additional a drop off dates please visit https://www.owensound.ca/en/living/waste-management.aspx

Electronic waste drop-off scheduled for the 2nd and 4th Saturdays of the month at 87 Stewart Street is now open.

Suspended Services

To ensure health and safety the following Waste Management operations have been suspended to allow for physical distancing:

  • Bin deliveries and bin exchanges are suspended. Existing service requests will be completed once service resumes.
Jobs

The Municipality will continue to accept resumes for all posted job vacancies appearing on our Job Opportunities page. Only those applicants that have applied for positions who have been selected for an interview will be contacted.  

Leaf and Yard Waste

Due to the effects of COVID-19, we have changed our hours of operation and will be restricting access to 3 vehicles at one time. Residents are to exercise social distancing practices from other users as well as site staff while onsite.

Yard waste drop off is free for Meaford residents.

Items you can bring to the site to dispose of include: Leaves, Grass, weeds, sawdust, wood chips, plants, small shrubs, and brush and branches up to 6 inches in diameter.

During the Covid-19 shutdown we are not offering the purchase of material from the leaf and yard waste.

Lottery Licences

No new lottery licences are being issued. Staff continue to respond to inquiries from existing licence holders. 

Meaford Hall

Meaford Harbour

Parks and Facilities staff are working quickly, with the assistance of Richardson's, to get the Meaford Harbour docks in and prepared for use. The boat launch has now been opened for day use.

The Harbour House is undergoing renovations that were put on hold for 5 weeks due to emergency orders from the province. We anticipate opening the harbour on July 3, 2020 when the renovations are complete.

Meaford Moves+

The MeafordMoves+ accessible transit service has been suspended. Future reservations are not being accepted at this time. No new applications are being processed. 

Meaford Museum

The Meaford Museum is closed and all services and programs have been cancelled until the end of the State of Emergency.

 Meaford Public Library

Municipal Construction Projects

Active Municipal construction projects are being reviewed and will continue following evaluation. These projects include sewer and watermain projects on Thompson Street, the Trowbridge Street Bridge rehabilitation project, and Water and Wastewater treatment facility projects.

We will continue to determine how the Municipality can best continue to provide a safe working environment for municipal staff, contracted workers and the public.

Payment and Inquiry Locations

Payment and Inquiry counters for property tax, utilities, dog tags and parking tickets are open.

Property tax and utility bills can still be paid via online banking, in-person at your financial institution, or by mailing a cheque. Tax and utility payments can also be made by credit card at ipn.paymentus.com/otp/stde/mmfd.

 Planning and Building

Building Services

  • Starting Monday May 11th, we will be accepting and issuing new building permit applications.
  • Applicants are advised that starting some constructions projects continue to be limited based upon the Provincial Essential Workplace restrictions. Please confirm how these rules may apply to your project before starting work, following building permit issuance. 
  • Due to limitations associated with alternate and remote-working arrangements, usual timelines will not apply, though we will do our very best to issue permits in a timely manner.
  • Applications are to be made in hardcopy to the Administration office by mail, or using the mail drop slot. Payments must be submitted by cheque. Please connect with our staff before submitting your applications, to confirm applicable fees and any other complete application requirements.  
  • Rick Carefoot, Chief Building Official(CBO) (rcarefoot@meaford.ca) and Tammy Dobie, Deputy CBO (tdobie@meaford.ca ) can be reached directly by email for ongoing files and inspection requests. General inquiries or inspection requests can be directed to building@meaford.ca
  • At the time of scheduling of inspections, staff will discuss safety measures and social distancing/site protocols. An inspection will only be carried out where the safety of staff can be ensured. For occupied buildings, this may require submitting alternate supporting materials such as photos or videos if a physical inspection cannot be safely carried out.

Planning Services

  • Starting Monday May 11th, we will be accepting and processing new Planning Applications
  • In accordance with Ontario Regulation 149/20, the usual timelines under the Planning Act will not generally apply to acceptance and processing of applications during the emergency, though we will do our very best to review and process applications in a timely manner.
  • Applications are to be made in hardcopy by mail or using the mail drop slot at the Administration office. Payments must be submitted by cheque. Please connect with staff before submissitting your applications, to confirm applicable fees and any other complete application requirements. Digital copies of forms and supporting documents are usually required, in addition to the hardcopy submission. Staff can provide guidance regarding digital submissions on a case-by-case basis.
  • We are in the process of establishing procedures for digital/remote public meetings which will be used for pending and newly submitted files requiring Council consideration, beginning in late June. The next Committee of Adjustment meeting for consideration of consent and minor variance applications has not yet been scheduled, however it is anticipated that a meeting will be scheduled in the coming 6-8 weeks to deal with any pending and newly received applications. More information regarding scheduling will be shared as it becomes available. 

Suspended Services

  • 2020 Community Improvement Plan Grant and Loan Funding intake applications, review or issuance are suspended

  • Public meetings that were scheduled prior to May 20th, 2020 for ongoing Planning Act applications, the Official Plan Review, and the 2020 Community Improvement Plan (CIP) update have now been cancelled and will be re-scheduled.
Policing

The Ontario Provincial Police (OPP) continue to provide police services for the Municipality.

The Chatsworth Detachment continues to process criminal record checks for employment purposes.

Callers to the OPP are screened for COVID-19 to protect the frontline officer who responds. Members of the public are encouraged to use the online reporting tool where possible. 

 Property Tax and Utility Billing

The due date for the second property tax installment has been extended from April 28, 2020 to June 29, 2020.

Utility bill payments remain in effect. Water meter readings are being done. If a meter cannot be read it will be estimated at this time. In response to Covid-19, the Municipality is not shutting off water services as a result of unpaid bills.

Penalty and interest charges on taxes and utilities are being waived for March, April, May and June.

Payments can be made in-person at the Administrative offices if necessary. Payments can also be made by online banking, at your financial institution, pre-authorized payment, mailing a cheque or using the drop box located at the Administrative Office at 21 Trowbridge Street.

If you have a pre-authorized payment plan, it can be postponed for the months of April, May and June by request. The payments would then be combined with final tax installments and recalculated to be paid over five months from August to December.

Public Consultation

Online consultation related to specific projects is continuing.

 Recreation Programs

All recreation programs are cancelled for the duration of the State of Emergency. Refunds for cancelled programs will be issued starting the week of April 20th, 2020.

The Municipality of Meaford has made the difficult decision to cancel summer camps for the 2020 season due to COVID-19.

The Municipality will continue to investigate alternative family activities and events for residents as restrictions are lifted and new safety protocols are established. For more information on virtual and home-based recreation programming, visit #MeafordRecOnTheRun.

 Road and Sidewalk Maintenance

Critical road and sidewalk operations and maintenance, winter maintenance and emergency road, pot hole and sidewalk repairs and maintenance, will continue.

Some routine operations including street cleaning, and routine repairs and maintenance to roads, sidewalks and bridges will continue in a limited capacity.

Load restrictions on Meaford roadways were lifted on May 11, 2020.

Issuance and/or review of municipal entrance permits has resumed.

Special Events

Municipal special events, and events taking place on municipal property are cancelled. No new special event permits will be issued until the end of the State of Emergency. 

 Water, Wastewater and Stormwater

Critical Meaford water, wastewater and stormwater operations provided by the Infrastructure Service department will continue and include:

  • Providing safe drinking water
  • Safe collection and treatment of wastewater
  • Stormwater management.

The Infrastructure Service department is an essential service for Meaford’s residents and businesses. Meaford’s drinking water is safe to use and drink directly from the tap. It is continuously tested, monitored and analyzed to ensure it meets the strict standards of the Province of Ontario and Government of Canada.

All emergency repairs and response will continue, including emergency watermain break repairs. Critical construction projects related to water and wastewater treatment facilities will continue. Regular and preventative maintenance activities are suspended.

Water meter reading is still occurring, allowing water use information to be obtained and used for billing however any meters that cannot be read due to meter errors will be estimated at this time until staff can safely enter residents premises to complete repairs at a later date. 

 Weddings

Issuing marriage licences and conducting wedding ceremonies has been suspended for the duration of the State of Emergency.
